As the Division Director for Flood Control and Water Supply Planning and Chief of District Resiliency at the South Florida Water Management District, Carolina Maran, PhD., P.E. provides executive leadership to one of the nation鈥檚 most robust flood control, water supply, and resilience planning efforts. She oversees the advancement of critical flood infra-structure projects and comprehensive water supply planning that are essential to South Florida鈥檚 economy, quality of life, and environment. Under her leadership, the District has elevated its resilience and infrastructure adaptation work to protect communities from flooding, ensure long-term water supply, and safeguard critical environmental resources.

Through strategic partnerships and collaboration, cutting-edge science and tools, and data-driven solutions, Dr. Maran has spearheaded initiatives to adapt to extreme events, sea level rise, and other evolving conditions鈥攁ll of which threaten the region鈥檚 infrastructure and economy. Her responsibilities include executive oversight of planning efforts across multiple levels of government, integrating scientific research and risk-based analyses into planning and actionable projects, and developing and implementing robust adaptation strategies. These responsibilities directly support the region鈥檚 ability to mitigate flood risks, enhance water management systems, and safeguard water supply and the environment, ensuring that South Florida remains a thriving and sustainable place to live, work, and invest.

Carolina has 25 years of experience working on water and climate resiliency; flood risk management, water supply and water resources planning, management and regulation; hydrologic and hydraulic modeling, decision support systems and GIS; water allocation rules and conflict resolution. Prior to joining SFWMD, Carolina was the Water Manager at Broward County, worked over 10 years as a Water Resources Specialist for the Federal Water Agency in Brazil, and collaborated with international organizations as part of technical consulting teams. She holds a Ph.D. in Civil and Environmental Engineering 鈥 Water Resources from Colorado State University (earned as a Fulbright Scholar) and a Master鈥檚 Degree in Water Resources Engineering from Parana Federal University in Brazil.

Currently, she serves on the Florida Water and Climate Alliance Steering Committee, Southeast Florida Regional Climate Compact Steering Committee, and on the Board of Directors of South Florida Hydrologic Society. Mom of two incredible boys, Carolina enjoys watching them play baseball and visiting new places with family.

Dr. Bassel Daher is the Assistant Director for Sustainable Development at the Texas A&M Energy Institute, an Adjunct Assistant Professor in Biological & Agricultural Engineering, and a Research Fellow at the Institute for Science, Technology, and Public Policy at Texas A&M University. He also serves as a Senior Fellow at the Microsoft AI Economy Institute and on the Executive Board of the International Water Resources Association (IWRA).

With over 13 years of experience, Dr. Daher applies systems approaches to address interconnected global challenges spanning food systems, energy transitions, water management, climate action, and planetary health. His work promotes evidence-based, cross-sectoral collaboration to advance sustainable and equitable futures.

Dr. Daher has secured over $8 million in funding, published more than 75 highly cited works, and delivered 100+ invited talks in over 25 countries, including a TEDx Talk advocating for collective action toward the Sustainable Development Goals. He has held research and consulting roles with organizations such as FAO, UNESCWA, UNDRR, IWMI, GIZ, and the Union for the Mediterranean.

Recognized with Texas A&M鈥檚 Outstanding Research Award (2019) and IWRA鈥檚 50th Anniversary Special Award (2022), Dr. Daher holds a PhD in Water Management from Texas A&M University, an MS in Agricultural and Biological Engineering from Purdue University, and a BS in Civil Engineering from the American University of Beirut.

Dr. Damon Hall holds a joint appointment in the School of Public Policy and Urban Affairs and the Department of Marine and Environmental Sciences at Northeastern University, where he directs the M.S. Environmental Science and Policy program. Based at the Marine Science Center in Nahant, his research explores the human dimensions of sustainability challenges at the intersection of science, policy, and culture.

Dr. Hall leads the Sustainability Science Lab, which advances transdisciplinary approaches to resilience, systems modeling, and life-cycle assessment. His

work emphasizes the co-production of knowledge and meaningful stakeholder participation to support sustainable and equitable transitions. For over two decades, he has partnered with communities and agencies to strengthen water resource management, nature-based solutions, and resilience planning in response to flooding, drought, and land-use change.

His research is supported by the National Science Foundation, U.S. Department of State, EPA, The Nature Conservancy, and Missouri Department of Natural Resources, and has been featured in Science, Nature Sustainability, CBS News, and U.S. News & World Report.

Dr. Hall earned a PhD in Wildlife & Fisheries Sciences from Texas A&M University as a Boone & Crockett Fellow, an MA in Communication, and a BS in Agriculture (Forestry and Natural Resources) from Purdue University.

Brian Gillespie is Dean and Professor of Marketing at the Montana State University Jake Jabs College of Business and Entrepreneurship. While at MSU, he has emphasized the importance of a holistic academic experience, significantly expanding resources and opportunities for faculty, staff, and students. These efforts have contributed to a sustained rise in enrollment, improved student retention rates, significant faculty headcount growth, and a marked increase in top-tier publications by Jabs faculty.

Prior to joining Jabs, Brian spent nine years on the faculty at the University of New Mexico Anderson School of Management. Among other faculty and administrative roles, Dr. Gillespie served as the Associate Dean for Student Success where he oversaw the design and launch of the online Professional MBA program, a reorganization of the ASM Office for Student Success, and the implementation of an optimized course scheduling system.

As a scholar, Brian鈥檚 research is grounded in consumer behavior theory, particularly as it pertains to narrative consumption and decision-making processes. Jeffrey Michael is the Director of the Bureau of Business and Economic Research and Research Professor at the University of Montana. Dr. Michael has thirty years of experience in regional economic forecasting, economic impact and public policy analysis with a focus on economic development and environmental issues related to infrastructure, housing, and employment growth. He has been principal investigator on over $10 million in university grants and contracts, published over one hundred articles and reports on economic development and policy, and been cited or interviewed over one thousand times in various national and regional media outlets. Mike鈥檚 work has been to steward the fish, wildlife, parks and recreational resources for the public now and into the future. He spent nearly half his career based in Fort Peck Montana where he worked as a fishery biologist on Pallid Sturgeon recovery, and as the Fort Peck Reservoir biologist. During this time he worked on Missouri River and Reservoir management in Montana and with a diversity of agencies, states in the Missouri River Basin, and local constituents. He moved to Billings in 2009 and worked as the fisheries biologist in a district that includes the Mid-Yellowstone, Bighorn, and Musselshell Rivers, Pryor Mountain, and area prairie streams. He continued collaboration with many organizations, constituents, and agencies to support a diversity of fisheries and habitats. In 2021, he became the Regional Supervisor for the Billings area. In this role he manages and supports staff and programs for fish, wildlife, and parks and outdoor recreation.

In this role, Sale works closely with watershed groups, conservation districts, and other water user communities to provide technical assistance and support for all aspects of water planning and management. Sale is engaged in developing and implementing statewide planning, including the Montana State Water Plan and Montana Drought Management Plan, and amplifying community voices to inform state water policy. In the Yellowstone River Basin, Sale is committed to disseminating information about policy changes and funding opportunities. Prior to this role Sale achieved a master鈥檚 degree in water quality and waste water treatment and a PhD in environmental social science focused on the ecological impacts of drought in Montana. She is passionate about community resilience and participation in adaptive approaches to water use and management.

Shanny Spang Gion is Northern Cheyenne, Crow, and also of German heritage. She was raised in Lame Deer, MT and is an enrolled member of the Northern Cheyenne Tribe. She put her education in environmental science (B.S., MSU-Bozeman) and Interdisciplinary Studies (M.S., hydrogeology and technical communication, Montana Technological University) to use working for the Northern Cheyenne Tribe in water resources for 10 years before coming to University of Idaho (UI), where she is presently serving as an Assistant Professor in the College of Natural Resources.

Recent publications document tracers of hydrologic flow paths and water quality effects of land use in the Gallatin River and Rosebud Creek Watersheds, characterize processes driving nitrate levels in groundwater and riparian stream corridors of agricultural areas in central Montana, quantify effects of diversified cropping systems and rangeland management on soil moisture and soil carbon and nitrogen dynamics, and test effects of permafrost thaw on carbon, nitrogen and sediment transport dynamics using diverse geochemical tracers.

Christopher A. Craig is the Tom W. Hutchens Endowed Full Professor at Murray State University鈥檚 Arthur J. Bauernfeind College of Business. Lynda Dematteo is a graduate of Sciences Po Lille (1996) and she obtained her PhD in Social Anthropology at the School for Advanced Studies in Social Sciences in Paris (2002). She was granted a scholarship by the Montreal Center for International Studies for a postdoctoral internship (2004-2006). In 2008, she was recruited by the French CNRS to carry out studies on the impact of globalization on political life and she is now Co-Chair of the Master Program in Political Studies at the School for Advanced Studies in Social Sciences (EHESS).

As a specialist in Italian politics, she has conducted numerous field research studies on Northern Italy, the transnational networks of the textile industry and the globalization of Made in Italy. She develops an anthropological reflection on political tensions and populist movements in the European and American contexts. In autumn 2016, she was awarded a fellowship from the Italian Academy at Columbia University, and in 2019 she was selected by the Franco-American Fulbright Commission for a research residency at Montana State University.

He is the author of several scientific articles published in journals indexed in Web of Science andScopus. He has extensive teaching experience in higher education, with more than 4,000 teaching hours delivered at university level. He is a Professor in the field of Economics at the Department of Economics, Management, Industrial Engineering and Tourism of the University of Aveiro. He is also a full member of theGOVCOPP research unit at the University of Aveiro, Portugal.

Dr. Mara Madaleno

Vice-director of the Master鈥檚 in Data Science for Social Sciences at the Univeristy of Aveiro

Mara Madaleno has had a Ph.D. in Economics from the University of Aveiro (UA) since 2011, under the subject 鈥淓ssays on Energy Derivatives Pricing and Financial Risk Management鈥. Currently, Coordinator of the Research Unit on Governance, Competitiveness and Public Policies (GOVCOPP), and an effective member. She lectures in Finance and Economics at the undergraduate, graduate MSc, and Ph.D. levels as an Associate Professor with Habilitation at the UA Department of Economics, Management, Industrial Engineering, and Tourism (DEGEIT). Mara Madaleno is a prolific researcher who actively contributes to the academic community. She co-authors scientific articles in peer-reviewed reference journals, books, and book chapters in the fields of energy economics, finance, and economics. Her research interests span Financial Economics, Energy and Environmental Economics, Energy Financial Markets, and Behavior in Finance and Financial Markets. She has also been a valuable cooperator in various research projects.

Presently, she is the vice-director of the master鈥檚 in data science for Social Sciences. She is also a member of the Portuguese Economists Order (OE), the university and Aveiro district representative of OE, a founding partner, member, and president of the Fiscal Council of APEEN (Associa莽茫o Portuguesa de Economia da Energia; Portuguese Association of Energy Economics).

As Dean of the School of Business and Industry at Casper College, Rachel leads a diverse range of academic and workforce development programs that align with the college鈥檚 mission to provide an education for a lifetime that prepares individuals to thrive and adapt in an ever-changing world. She oversees departments that span traditional business disciplines, such as Accounting, Marketing, and Economics, to skilled trades like Welding, Automotive Technology, and Construction, as well as cutting-edge fields like Cybersecurity and Advanced Manufacturing. In addition, Rachel manages the college鈥檚 noncredit Workforce Development department, ensuring responsive and innovative solutions to community and industry needs.

Rachel earned a Master of Business Administration from Western Governors University and a Bachelor of Science in Social Science from the University of Wyoming. She has a unique combination of expertise in public, nonprofit, and educational sectors which enables her to drive initiatives that foster economic resilience, workforce development, and community engagement.

Stacy Kuenn

Assistant Professor of Business at Rocky Mountain College

Stacy Kuenn is an Assistant Professor of Business at Rocky Mountain College (Billings, MT) with extensive industry experience in healthcare administration and business management. Before joining academia, she served as Chief Operating Officer where she oversaw operations, strategic planning, acquisitions, quality improvement, and organizational performance. Stacy鈥檚 management career included serving as Director of Cardiopulmonary (industry) and as Director of Health Sciences Academies (academia), developing and growing a health science dual credit program and as well as the associate degree. Throughout her vast career, she has taken an active role in business development, marketing, employee engagement, and being a resource to the next generation of students, leaders, and entrepreneurs. Stacy plays an active role in serving the community by volunteering, serving on many advisory boards and committees, and providing educational presentations through conferences and seminars.
